Concluding my comprehensive list of Batman villains, we now come to the very worst of the lot. These are Batman villains who I judge to be the crappiest, lamest, and stupidest of the bunch. The kinds of characters who I really, really wouldn't mind seeing get killed by the brutal vigilantes in Gotham (such as Jason Todd).
Pre-"Anti Oracle" days, when he was wearing a calculator costume.
Golden Age version, when she was more of a villain. I myself vastly prefer Catwoman as a reformed criminal turned Anti-Hero or else a morally gray bad girl, not just another villain. Also, her Pre-Crisis costumes...sucked. There's just no nice way to put it. Pre-Crisis Catwoman has some of the worst costumes I've ever seen in my life.
Ladies and gentlemen, I give you, for your viewing displeasure, my all-time least favorite Batman villain. Ever. Period.

Yes, he did get a new, tragic backstory recently, but this character can only be redeemed so much in my eyes, because the premise of him is fundamentally stupid.
