But in a battle between a Force and a demonic entity where both can reconstitute itself from seeming destruction, how does one win? 
 
Shuma-Gorath vs PF wouldn't exactly have a "winner" seeing as neither can die. But from the comic panels provided throughout the years, it seems to take significantly more effort to shatter the shell of Shuma-Gorath than it takes to shatter the corporeal form of the PF.

Phoenix force itself has not been shattered, its avatars have. Its is only recently that Jean reached white phoenix and would have full access to the power, that does not by itself makes her stronger or more powerful than the phoenix force. Being the fire of creation, which is what PF has been described to be its power should be limitless. Seeing how Shuma becomes less powerful outside his relm, he most certainly doesnt have unlimited powers.

On a side note: when has it been stated that Shuma Gorath cannot be killed?

 
In Shuma's official bio. And on panel most recently in Thanos Imperative.  

Regarding the Phoenix Force, the force itself got blown up by the Shiar. Not an avatar.

Well as far as the topic is concerned, I'm backing Spectre. Even though he has been shown to job I've seen more good feats from him than Phoenix.
