This fight is like comparing apples and oranges.
Scorpion = a fighter that's trained to kill, without any rules.
Sagat = primary a sports fighter and is stricted to rules in a tournament.
 
Therefore, Sagat would win in a ring, with set-rules.
Scorpion would win out of the ring, with no set-rules.

@NickA: Which isn't a sport. You can kill your enemy, pretty much do any means necessary to win. You CAN NOT do that in a sport fight; therefore, Sagat still has the upper-hand in sports fighting.

 I don't think even DMC2 Dante, in his father's form, with quicksilver, could win against Darkseid. Darkseid is clearly more intelligent.

@NickA: I don't need to do research, I just posted logic. There any isn't proof of Scorpion fighting in a ring, set with strict-rules. Bruce Lee admitted Ali would own him in a boxing match, but then said he could beat anyone in a real fight. And this is the same case here. Scorpion would win in a fight with no rules, while Sagat probably would dominate in a match with strict-rules.

In and out of the ring are two different things.
 
A kung fu fighter will bite, attempt to snap fingers, kick in the groins, hair-pull and any-other means. However, this isn't allowed in most rings.
 
Scorpion is an assassin, means like that would be common to him. 
 
However, in the ring Scorpion wouldn't be allowed to do this. And Sagat is used to fighting without relaying on means like that. Therefore, he would have the upper-hand, somewhat.

@Mr Golden Rod: I'm not sure the power of Dantes' bullets, so I couldn't answer this truthfully. In the game, they couldn't even crack a pool-table ball. However, in the anime, they could shoot down a metal-bridge.....

DMC2 Dante.
No quicksilver in any fight.
 
The first round is hand-to-hand combat, with no magical powers, other than devil-trigger and Thor's warrior madness. Both will still have their physical abilities, like super-strength, endurance, ect though. 
 
Second fight is weapons, with ALL magical powers.
 
Last fight is a combination of both weapons, magical powers and hand-to-hand combat, basically a fight 'em all out.

Alcuard has been shot to pieces with 9mm bullets, and to my knowledge holy weapons has massage effects on him. Thor, being a God and not just a blessed weapon, should be more powerful than a blessed weapon, right? If so, I don't see how Alcuard could win this.
