I know a lot. However, it's hard to compare a character from a play station 1 game, to a character that went all way to a PS3 game. Obviously, one forgets a lot about a PS1 game unless it was their favorite or something.
Actually, Liquid is in Wesker's speed league. He managed to jump through the rotors of a hind D helicopter without being sliced up, something in which Wesker haven't done. He wasn't in it when it was blown up, or else his attire would've been ripped up and his body would've had scars.
As for strength and endurance, Liquid surpasses Wesker a good chunk in this area. The reason being - Liquid was in the center of Rex's explosion which was powerful enough to knock Snake out across the other side of the hanger. And on the other hand, when Wesker is shot with a rocket, he's stunned. Not to mention the pure explosion that came from Rex was many times more bigger in mass than a simply rocket explosion.
When it comes to experience, Liquid surpasses Wesker too. Wesker was the captain of a police unit, and Liquid was in the British elite special forces SAS, and a spy for the SIS (better known as MI6 in the James Bond films), he also was a commander for the American FOXHOUND unit, which one has to be best of the bes to get in.
