The Spectre is a supernatural being of near-unlimited might whose mission is to unleash the vengeance of God upon evil men. He is bound to souls of deceased humans, his power and personality varies depending upon the anima he occupies. The Spectre has been bound to many hosts during the modern ages, his most popular and most reoccurring host being that of Jim Corrigan.
Jaime Reyes was just a regular high school student from El Paso, Texas, until he found the Scarab after Ted Kord lost it. With the Scarab, he has great power and uses that power to protect the innocent as the the third, and current Blue Beetle.

A postal worker who discovers he can travel between the Dakotaverse and the DC Universe. At some point his powers matured as he bends reality until they were out of control and transformed into a cosmic, God-like being as he tries to destroy both realities.
Virgil Hawkins was exposed to a mutagenic gas that swept his city of Dakota, which gave him and other 'bang babies" superpowers. With the ability to control electromagnetism, Static joined the Teen Titans and continues to protect his city while serving on the team.
Xombi was a Korean-American scientist named David Kim who developed a nanotechnological virus capable of extensive tissue regeneration.

Icon is the superhero persona of Arnus aka Augustus Freeman, and member of the Terminan alien race. He crash-landed on Earth in the American South in 1839; Raised as a slave, but escaped through the Underground Railroad. Following a series of events, Augustus decides to become a Superhero, and eventually joins the Justice League, after being drafted by Superman.

Frieda Goren is a teenage resident of Dakota City, where she attends Ernest Hemingway High School as a student. She is the best friend and occasional love interest of Virgil Hawkins A.K.A. Static. She used to be anorexic.
Tiffany Evans (Technique) appears in Milestone Comic's Dakotaverse in Hardware as Hardware's protege turned nemesis.
Holocaust is an ex-member of the original Blood Syndicate. He would later become a major crime boss in Dakota.
Damon Briggs, an ex-Paris Blood who would become the powerful Bang Baby called D-Struct, was one of Static's less villainous enemies; he eventually became an ally.
An Ally of David Kim (AKA Xombi). He is part Demon.
