Philip Cobblepot is the Commissioner of Gotham City's Department of Transportation. His son Jason thinks of him as a superhero called Signalman who works with Batman. Phil professed to his son that he was responsible for the conception of the Bat Signal. Phil would often help his brother Oswald by clearing or detouring traffic thus allowing Oz to get move his product without it being noticed. When Jason is murdered by a blade wielding assailant, Phil takes it upon himself to be the hero that Jason saw him as. Phil works with Batman by setting up traps via the traffic signals throughout the city by leading guilty parties into a dead end. Phil holds Oz accountable for his son's death.

Theodore Cobblepot was the patriarch of the Cobblepot family. The Cobblepots were one of the founding families of Gotham even though the city's "official" history credits the Waynes and the Arkhams. Over the centuries, the Cobblepots' prestige in Gotham slowly began to crumble due to scandal and innuendo. Theodore had pride in his sons Robert and Phillip but he viewed Oswald's birth as a mistake. Theodore would permit Robert's abuse towards Oswald and berate his wife Miranda for tending to the boy. When Robert died from drowning, Theodore drove Miranda into a catatonic state during her time of grief. As a means to avenge his mother's honor, Oswald sabotaged Theodore's car. Theodore loss control of his vehicle and crashed into the surrounding woods. The car exploded and any evidence of tampering was burnt along with Theodore. Oswald became the man of the ancestral home when Phillip left Gotham.

Miranda Esther Cobblepot is the matriarch of the Cobblepot family. She bore three sons for her husband Theodore. Robert and Philip were born perfectly normal but her youngest Oswald suffered from physical shortcomings. Miranda and her son Philip would show love and care for Oswald while Theodore condoned Robert's persecution of Oswald. After Robert's accidental death and Philip's departure from the family turmoil, Miranda slipped into a catatonic state. Oswald cared for his mother and became the man of the house when his father met a grisly demise. Oswald proved to be an effective and merciless commander under Carmine Falcone but his ascent within Gotham's criminal underworld caused him to neglect his mother's deteriorating health.

Robert Tucker Cobblepot was the eldest son of Miranda and Theodore Cobblepot. He would often tease and abuse his younger brother Oswald because of his physical shortcomings. Robert later died from drowning when he fell through the cracks of a frozen lake. Oswald was the only one present during the incident and proclaimed he did everything he could to save his brother but he wasn't strong enough to hold on.

Jason Cobblepot is the son of Phillip Cobblepot. Jason was filled with hope when he heard about the Batman and his heroic deeds towards the city. Phil could see how his son's renewed faith in a brighter Gotham would need something to light its way to the future. Phil crafts a Bat Signal for Lt. Gordon to use since rumors have already circulated that Gordon is involved with the Batman's efforts to stop crime in Gotham. Jason's pride in his father made him believe that Phillip is a superhero called Signalman who works with Batman. Sadly, Jason is murdered by a blade wielding assailant who has a personal grudge against Penguin and Phil works with Batman to bring down Oz.
