Couldn't Parker simply use the two hours and his workstation at Horizon Labs to build an EMP or something similar?

I'd say team one.  Sin doesn't seem to be on par with Sephiroth to me and seems more on the level of the Weapons in FFVII.

With the caveat that Buffy was one of my favorite shows of all time, even handicapped Wolverine takes this.   
  
Most of the feats for Buffy against Glory being used aren't really in context, for one.  The first several battles Buffy was clearly outmatched physically and only escaped via plot devices (Glory stomping her heels during a tantrum and the building collapsing, being hit by a car and morphing back into Ben, Willow and Tara casting a teleportation spell to BFR her all come to mind).   
 
During the final battle, Buffy beat Glory by first sending in the Buffy bot, hitting Glory with the daigon sphere (specifically designed thru mystical means to repel and weaken Glory), having Willow cast a spell that removed the brain drain Glory utilized to "feed", hitting Glory with a crane and finally beating her with the troll god's hammer. 
 
Without the troll god's hammer or possibly the scythe she wielded against Caleb Buffy simply doesn't have the damage output to put most incarnations of Wolverine down, and while she wouldn't go down easily, eventually Logan's superior speed, skill and durability would put her down.
