"Sorry, Harley’s not here right now, but this is her trusted sidekick Kevin, and I’m happy to be keeping watch over the streets of Gotham. The city’s gone a little crazy with the Magistrate’s forces cracking down. I just hope that Harley’s mission to Alley Town with Catwoman and the Gardener is successful in finding the missing piece of Poison Ivy that could be the very key to saving Gotham. In the meantime, I’ll help put fires out around Gotham…literally…and I might get some unexpected help in the process!" -Kevin
Kevin takes up the mantle of Kevin, the superhero. He hits the streets and tries to stop some Magistrate goons from harassing a woman, named Sam. He fails and she saves herself. It appears that Sam is a do gooder as well and is trying to find what is making Gotham citizens act crazy. They think that SAFE has something to do with the Fear State. That is when SAFE headquarters starts to blow-up.
It turns out Hugo Strange has decided to take on the mantel of Batman once again and he blows up his own building to hide any connection SAFE has with Fear State. This traps many of Hugo's hired help in the building's lower levels, including Lockwood.
Meanwhile, elsewhere, Harly Quin, Catwoman and the Gardner have discovered Poison Ivy has split herself into a seed type clone. They need to get the clone to the real Ivy to save her. They are then ambushed by Keepsake and his Caucus of Corruption. Things look bleak for Harley and her crew as the Caucus overpowers them.
