They was very interested in the Punisher when he was in Ryker's Island prison.
They think things in USA are getting out of control. Especially crime. The police can't handle it. The courts can't handle it. Congress can't stop it. So they figure it's up to private citizens like them and the Punisher.
They dealed with Punisher in get him out of prison. No pardon, he "escaped". They gave a number to call for supplies, weapons, information if he needed them. Their entire network could be used by Punisher. They expected complete his mission --wipe out organized crime. No strings attached.
They are considered by Punisher as amateurs but they freed him from prison, supplied him with weapons, restocked his battlevan with the latest technology.
One of their components is Ryker's Island Director Arden. Tommy, his assistant works for this organization too.
