With the show's obsessions with cloning and with intertwining the Fourth World into the story, I'll assume that either The Deep Six will be created from his DNA, or he'll be revealed as a Deep Six clone originally created to undermine Atlantis/The JLA.

(He Just really looks like The Deep Six guys, is all.)
