One of the names of the Devil. In Fables he appears as a separate character that wears a devil suit.
Pan is a figure of Greek legend, mostly associated with rural settings. He is a god of woods, pastures, mountain peaks and nature. He has goat legs, and horns on his head. Christianity adopted his image to depict Satan.
Although he never confesses to the accusation, it is safe to assume he is the Devil, as he tries to bargain for Jack's soul, but instead Jack tries him and gains Nick's magical bag in the process.
