The OP just stated skills that would be useful either daily or EVENTUALLY.
I feel like it'd be a huge benefit for people who can't afford healthier food choices to learn to farm - even if they have small patches or tiny vegetable gardens, it's still good to know how to make food for yourself.
Swimming will always be useful - no matter what.
Cooking is useful even if you live in an urban area, you COULD eat out all the time but that'd get really expensive.
Basic first aid is good if you or someone else get's hurt be it from a car crash or just a simple skinned knee.
Construction is good just so you don't always have to hire out help if you need to build a simple device or piece of furniture within your house, also if you ever need to make home repairs.
Fire & Survival - suppose it wouldn't be AS useful, but it's still good to know just in case.
All in all - I live in Maine and these are all the skills I feel are essential in my area :)
