Wrong. I'd definitely say CC Batgirl is in the Top Ten.

Probably one of the characters who can draw upon all martial knowledge in existence.

I don't think there's any martial arts skill we've seen in Grappler Baki that Yujiro Hanma hasn't mastered except for one, so if we're being fair and holding the character to the standards of their universe the greatest might be him.
