Cable also has a cybernetic eye that allows him to see in infra-red, and do other neat things. I can't recall if he ever actually used it to lock onto a target, but that's a pretty huge advantage. He can see Frank around corners, inside buildings, etc. There is no way Punisher beats him in a straight-up gunfight with the same weaponry, IMO. Punisher could snipe him, but Cable has enhanced physiology, and he can take a shot in half of his body with relatively little damage, unlike Frank.

Even as a pretty big Punisher fan, I don't see what he has on Cable.
Cable has much better weaponry, has telepathy, telekinesis etc.
Not to mention his armor is probably a little more advanced, the only way I see Punisher beating Cable is if he has a long time to prepare, and even then it would be super close.
