i would say PF-Vulcan.. i remember PF-Vulcan is considered by the Watchers themselves to be a universal destroyer..

Phoenix Vulcan wins, he destroyed like 7 star systems,1/3 of the Annihilation wave, killed Annihilus, and according to Rachel was consuming all of reality, Jean basically allowed him to absorb all the power in the White Hot Room, taking the power from all the Phoenix avatars in there, giving him access to the full Force.

Surfer has no chance here even with full power. Surfer can't beat no phoenix even Galactus have trouble with the phoenix

Now if only they tried that in the 616 universe, all the devastation he caused would have been avoided. ;)
