    He's fast enough to snatch arrows out of the air and dodge bullets with remarkable success rates.

    I'd say pretty damn fast.

    He has caught arrows, sliced them with batarang in mid flight, dodged gunfire easily, to make it short he is highest peak human.

    When was this stated? Or are you referring to the statement made by the TAS version of Clock King who said it took him a twentieth of a second to throw a punch.(If that's the case, that's completely irrelevant, as it's not the canon Batman)

    @nightwing91: too bad it is not canon it showed how precise Clock King is. He know everyone schedule in the Justice League. He is man that will know the limit of a everyone and the city.
