Could Wither & Elixir be considered each others counterparts like Wither posseses a death touch & Elixir possesses a healing touch ( & death touch) but Wither is working with Selene & Elixir is with X-Force. So basically what I'm is are they kinda similar but just one is on the good side & the other on the side of villians?

Wither was an X-Men student with the ability to break down organic matter just by touching it. Later turned him into a vampire and killed in Necrosha. Recently ressurrected on Krakoa.
Question about Wither & Elixir
I like to think of them as opposites, Elixir being the golden boy and wither being the drop out runaway, the only similarity i can think of between the two is that they should both die
I wouldn't consider them the same because I think their powers are only related in the most general sense. Even if you are only looking at Elixer's death touch, Elixer seems to far be more powerful than Wither. Wither can only cause organic matter to decay. I presume Elixer would have no problem doing this, but he demonstrated a much more generalized ability to cause harm when he spontaneously generated a tumor in the Vanisher's head (shaped like the X logo, no less) and when he caused Stryker's entire body to shut down.

Ik Elixir an Omega-Level Mutant & Wither i think is a regular one but I meant is basically WIther just like Elixir's darker counterpart not just in the sense of powers but as a character

They are not brothers: there is no evidence to suggest such a thing. I think the reference was metaphorical.

They are not brothers, end of.
I think in a way they are both very similar, and have kind have been seen as being almost polar opposites. while wither is darker and more reserved, and definitely a social outcast, Elixir is the opposite, both popular and well liked. Their powers have actually been shown as polar opposites as well. In the House of M arc I believe, it was shown that they could work as opposites as probably the best interrogation team out there. While wither touched and "killed" you, Elixir would revive your body and bring you back, which is painful. And, while they are truly opposites in many ways, they have quite a few similarities, the main one of course being their feelings for Laurie Collins, AKA Wallflower. I guess it just depends on how you look at it. I prefer to see it as two sides to the same coin. While they're very different, they are also the same.
The real question is what happens when Scrambler touches Wither, does Wither gained healing powers or would they kill him instead. Better if Elixir eventually learn how to kill people with his power, can Wither eventually learn how to drain others life and heal other by placing someone else life inside of them?
It also means that they secretly lust after one another. But both are using Laurie Collins as an excuse.
