    She notices that:

    1) Superman is far more frustrated and pained by the loss than herself (look at his face in that panel, it looks deeply regretful)

    2) Superman already has the weight of the world on his shoulders and she's adding to his burden

    3) She's being too critical of his actions, even after he's trying to help out people the best that he can

    Because she understood where Superman came from, saw the sadness in his face and understood she was being mean to a guy that loves this world more than his own.

    One very major point of being Superman is know when to stop and let the humans help themselves so they can evolve. If he fixed EVERYTHING things would become stale, like Luthor says. Thats why he said lets scan for the Power plants. Why he said you have to find the balance between the actions, what to do and what not. The hard strategies.

    Because Superman knows the diference between having power and using it.

    Supergirl is all about taking action, many times putting herself and others in harms way or making things way worst.

    Superman also went through that phase in his early years, but after years of action, he learned to interfere without making the world believe he'll always be there, because the truth is, he'll not.

    Hmm, I had a feeling it was something like what Squalleons said but I had doubts for a few reasons. I think it would have been a better ending If Superman explained his thinking to her.

    Technically he did explain himself to Linda afterwards, just not beforehand. Still it's similar to what Superman did in "Must There Be a Superman?"
