Absolutely not. Stephanie is considered by most to be among the weakest fighters in the Bat Family.

Of course, it's part of her character and her charm. Not a bad thing, just a particular aspect of who she is.

Correct. Stephanie's the weakest fighter in the Bat family. But that's the best part. The fact that she's not a super ninja or trained by master assassins. A lot of her storylines are based around her trying to find redemption, and prove how good she can be. She was sort of the only Bat member to not be accepted by Batman for a little while. Which is why it's so motivating when she talks about second chances. She's just a regular gal trying to fight for justice. She did improve a lot but she's still the weakest. And I'm not saying that as a bad thing. She wins not through fighting skills or high intelligence, but through her determination and willpower.
