My top tens tend to change from time to time, especially based on what I'm reading, so this list will have some changes from time to time. Honestly, it's a lot harder for me to make an actual order for my favorite villains, but after thinking about it, I had to give my top spot to Circe.
Circe is easily one of my favorite villains, and at the moment, I'd have to put her at #1. I'm not good at coming up with stats or anything, but she is definitely one of the most powerful magic users in the DC universe. Even though it was for a short time, she technically did kill Wonder Woman's physical body. I think of Circe as Wonder Woman's most dangerous foe.
The Cyborg Superman on this list is Hank Henshaw. He was such a great villain and was just pure evil. He was even a member of the Sinestro Corps and the leader of the Manhunters.
I do like all three Killer Frosts, though I haven't read much of the newer one. My favorite is definitely Louise Lincoln. Her powers are actually fairly unique in that heat actually makes her powers stronger. She's psychotic and has no problem murdering people for fun.
Black Adam is a unique character, considering at one point he'll be a villain, and at other points, he'll be a hero. No matter what role he's playing, he's always a great villain.
Like Black Adam, Atrocitus isn't necessarily always a villain, but he definitely is one more than not. However, it is understandable why he is who he is now.
Zoom has to have one of the most unique reasons as to why he's a villain. He has such a twisted mind that he believes by being a villain and doing horrible things to people, especially Wally West, that he's actually helping them out by making them stronger through tragedy. That kind of mindset is very dangerous.
I've always enjoyed the Riddler, ever since I was a kid. He's a very fun villain to Batman and is definitely more than capable of being a real pain to Batman.
I think what I like most about Sinestro isn't so much anything about himself, but it's the relationship between him and Hal Jordan. As Hal Jordan's former mentor, friend, and ally, and being considered the greatest Green Lantern at the time, it was a big fall from grace when he was expelled from the Corps. Then to come back later as one of the Corps' greatest foes, and the arch nemesis to Hal Jordan personally, the relationship between the two never gets boring.
Darkseid is definitely the big bad ass of the DC universe. While it's probably just as cliché, his whole deal of wanting to control all life with the Anti-life equation rather than just to conquer and destroy it all makes him a very dangerous foe.
I know he's really low on the list compared to almost any top ten villains lists, but while I really enjoy the character, I feel he's over done a bit at times. But at the same, he's definitely a character that deserves it. He crippled Barbara Gordon and killed Jason Todd. Only a man with as much restraint as Batman could hold themselves back from killing him for all he's done.
