In a not so distant future, Earth experienced an apocalyptic event that swiftly wiped all life off of it's surface. In following decades the most durable of metahumans such, as The Champion, spend their time dedicated to search of survivors, convinced that no one survived, they ultimately depart towards the vast cosmos.

However, unbeknown to the departed, a group of prepared scientists survived the desolation of Earth. These men and women, torn by their tormenting past and left with a dead Earth, decided to rebel against the laws of time itself and evacuated into the 5th Dimension. There they struck a bargain with it's supreme extradimensional beings and began scheming.

In the following eternity they evolved, honed their knowledge and eventually came to master chrononautics.

The first mission was simple: "Fix the world.". And they did, thanks to agents sent back through time to 'fix' certain events.

After that they returned from their dimensional exile to a new idyllic world under the guise of an autonomous institute known as Temporal Incursion Mending Enforcement. Their public goal, the goal shared with the public and their subordinates, is to prevent changes in the timestream. In reality, the higher-ups aim to tweak the timestream to their own liking. Strategically killing the descendants of individuals deemed as unfit.
