Marvel vs. Capcom 3's producer, Ryota Niitsuma, ruled out Dr. Strange, Demitri from Darkstalkers and possibly Cyclops today in a set of articles.
He said outright that Dr. Strange would be not in the game during a conversation with GameInformer, but also mimed a bit of information which may mean Cyclops won't make the cut.
Later on we came back to the subject of characters, and we tried to trick Niitsuma into letting something else slip by asking him if Marvel had rejected any of Capcom's character suggestions. Niitsuma wouldn't say anything, but he put his finger to his lips, and then made a visor motion across his eyes before drawing an X across his chest. We don't speak sign language, be we assume that Niitsuma was telling us to look closely into our hearts for the answer.
Also, Niitsuma mentioned that certain Darkstalkers characters are memory hogs because their moves constantly transform themselves and others into different things. Subsequently, Demitri was eliminated from the character pool because his attacks that changed the appearance of the other fighters.Ryota went on to say that adding in Morrigan and Felicia from Darkstalkers was a big deal, so it doesn't sound like we'll be seeing many more characters from that franchise in Marvel vs. Capcom 3, if any.
