I'm just going with the safe bet, to be honest. Tyler,The Creator is my favorite rapper that didn't debut in the 90's currently - but not everyone will like his musical style. Everyone seems to like Kendrick to a degree, though.

Pretty much anyone in TDE are great as well as dudes like Capital STEEZ, Flatbush Zombies, Watsky, and The Underachievers. You probably won't like them but here's some guys that I also like, Riff Raff, MGK, G-Easy, A$AP Rocky, Joey Bada$$, and Yelawolf. Big Sean's new album that dropped quite a while ago was pretty dope too

@judasnixon: Since you like Outkast, I'd recommend Big KRIT(Specifically Krit Wuz Here and Cadilactica) along with J Cole(Check out anything from his catalogue really)
On the East Coast, I'd say ASAP Rocky(Check out his Live. Love. ASAP mixtape) and the entire ASAP Mob along with Joey Badass(Check out his 1999 mixtape first) along with his PRO Era crew.
On the West Coast, Kendrick Lamar and the entire TDE collective of Schoolboy Q, Jay Rock, and Ab-Soul are probably the best the West has seen in the while(Q is probably the best gangster rapper we have right now) If you lile more party esque West Coast rap, check out YG and DJ Mustard.
Finally in the Midwest, I enjoy Big Sean(Check out his most recent Dark Sky Paradise album to see his best stuff) and the Chicago drill scene has a pretty big buzz around it, but not sure if you'd like that.
