Which characters are way more potentially dangerous/powerful than their showings but don't utilise their abilities enough or spends to much time talking instead of shooting/punching/killing?

Obviously Bond villains but lets stick to comics.
Silver Surfer, there's a lot of instances where conflicts would be resolved instantly if he remembered his powers, Flash is another hero that has superpower amenisia.
Superman. A character that can beat nearly anyone with ease is beaten nearly to death by almost everyone.

He could solve so many problems if he actually used his brain for things other than useless experiments and foiling supervillains.
@voodoopenguin: yeah between Reed,Pym and Tony what they have achieved scientifically they should be able to stop any country from starving and etc..etc.

why even make heros able to break continents if it just leads to CIS. but yea ive seen Silver Surfur do this but i think his power takes skill to utilize and some feats are tricky to pull off( just a theory). I think the main one is reed richards. The guy could fix any problem in the world in just a few years.

Low life characters that are threaten to tell a location of an item or person. It doesn't always work that way torture or threats don't have a 100% success rate. You could called it PIS since it is often used as a as a plot device but since there is a character involved I think yo can go with CIS as well. A CIS that leads into a PIS.
