I voted Winter Soldier even though I like him better as Bucky Barnes and a hero also Scarecrow is my favorite but he's no here. Joker will most likely win and he is in my top 3

I need some though but the few that I'm thinking of is, Lex, Joker, Doomsday, Dr. Doom, Magneto, Loki, Thanos, Brainiac, Ultron.

The lack of Captain Cold & Sinesto on this list hurts me.

Are you aware of this:

Batman brought him from death, and joker has guilt of all the people he killed. It was just temporary.

Joker is insane not evil. The chemicals just affect his moral, and mental state.

Like @battle_forum_junkie said, you don't have to be evil to be a villain. None of my three choices can really be considered evil. Joker, as you alluded to, can be considered insane....Lex Luthor is selfish, prideful, narcissistic and so forth....Magneto did what he did for a cause. Only the lamest villains are just outright evil.

Magneto then Doom Joker and Thanos

Joker will win, because everyone else will be divided between magneto and doom. DC doesn't have any other villains that can compete iconically with those two apart from Joker.

if you are going simply and purely evil it has to be red skull... the holocaust was without a doubt the most disturbing event and human history (IT HAPPENED FOR REAL NOT JUST COMICS), he is a nazi and has never shown any regret for any of his war crimes, and he killed his nemesis!!! carnage and the joker are great but neither of them have ever truly triumphed over their rivals.

red skull has no redeemable qualities at all and is purely 200000% evil to his core

How can Ozymandias not be on that list. He won!

I know there are different types of villains but usually the lame ones are just outright, black and white, world conquering evil for hardly any reason at all. The three I chose, at least the way I see it, are polar opposites of that trope.

@darksideanime: my bad pretty new to actually commenting just slipped my mind. it is such a hard question and their are so many evil twisted characters. but I just can't stand the red skull he is literally the polar opposite of cap and unlike a lot of villains who people love because they are so badass there is nothing likable about red skull... nazis arent cool

@mrhaire: Villains aren't suppose to be liked here. No body does a respect thread of read skull. He did horrible things make other villains look like goldfish.This not your favorite you are voting. I voted for dreadpool, a version of deadpool that killed the marvel universe. The irony is that I look at the scans did not read the comic.

Through writing,story, character death people should vote on...When I was a teen my favorite character is Beyonder. to me he is the greatest villain in all of comics. Good and evil aren't defined not just words, but what they have done, and what are they.

In actual truth Greatest villain is Doctor Doom Or Magneto they are much deeper.

@darksideanime: killing the marvel universe is hardcore no doubt, my only thing is the holocaust actually happened! and given red skull is fictional and wasn't an actual part of it but comic wise it is still super disturbing. Red Skull:incarnate by Greg Pak is what did it for me. monsters aren't born they are created and just family history wise for me someone who so joyfully killed and betrayed their friend to join up with Hitler is just beyond twisted.

It's not the chemicals affecting him, it was just the shock of everything that happened in that day, wife killed with child during labor, forced to commit a crime he didn't want to, and what finally drove him over the edge was the fact that his face had become deformed. Instead of crying and forcing himself to get over it, he laughed, went insane and forgot. And the scans have nothing to do with our favorite villain. Joker has proved to be a better villain
