Why is the gif so stilted? Anyway it seems he is clearly standing up and putting his wings up to block after the guy fires so yeah.

there is 1 boom when we see Batroc fire, 3 booms in the cut to falcon, since Batroc fired 4 bullets that means the cut took place after the first shot

I feel like it would be more clear tbh if he was, It's the same with CW Ollie.

I don't think the writers write them as consistently bullet timing.
