Gimp is more than an image converter. It is like a less powerful photoshop, but it is free and I can vouch for it working well. It would be my suggestion. It is available for just about every platform.

Second the recommendation for Gimp, but it's pretty powerful. Might want to check download.com if you're just looking for something that resizes images.

I use paint.net (available as freeware at www.getpaint.net).

It's all you ever need for Image editing.
