Every team will have advanced knowledge on team members & basic knowledge on opponents.
Every team will receive 2 hours of prep before each Death Match.
All Prep & Fighting Must Happen At The BF, No Leaving The BF Area.
Basic Knowledge: Powers, Skills, Gear, Weapons (No Weaknesses, Morals, Etc)
Team Work Counts A Lot , Old Relationships & Rivalries Count A Lot
No BFR & Can Only Teleport Yourself & Your Personal Gear.
NO TELEFRAG OF ANY KIND(Inside Energy Bombs, Teleporting things inside of enemies, Etc.)
No Time Travel or Time Manipulation of Any Kind.
No Form of Strength or Attack will exceed 100 Tons Of Force(Physical, TK, Energy, Or Other)
NO Reality Warping-Breaking The 4th Wall & All PIS or Plot Powers Are Off.
Any Luck Powers Will Be At Mid Levels.
Any Toon Force Is At Mid Levels.
Speeds Will Not Go Over Mach 5.
Clones are capped at 1,000(This does not automatically mean your character is capable of making 1,000.
Perks that give powers will only work for one individual, not copies/clones to avoid clone abuse.
Win By Death, KO, Or Major Incap.
All maps will be 50 miles(Width) x 50 Miles(Length) x 50 Miles(Sky) x 50 Miles(Water & Land Depth)
I Will Ref The Matches.
Jokes/Sarcasm/One Liners/Puns Are All Acceptable.
If You Feel Someone Is Low Balling Or High Balling A Character-Then Call Them Out.
Any Personal Insults Will Result In An Automatic Loss Of A Match. (THIS WILL BE ENFORCED STRICTLY) 3 Strikes & YOU ARE OUT.

Alright Welcome to the new World Tournament 2.0!!! After repricing items, I am rebooting this tourney & making it more organized. Thank you for everyone that contributed & helped!!!
People have already reserved their spots in advanced. If you would like to join please let me know. We are looking to fill around 4 more spots(Maybe More if Someone Drops). We are looking for experienced viners to participate in this fairly competitive tourney.
Those that were a part of the old tourney have "first dibs" on characters they previously owned. There are plenty of great choices here so don't fret.
The Mind. Soul Control & Mind/Soul Rape Perks will only cover Soul attacks & Traditional TP User Attacks. In order not to devalue other characters. That means those Perks will not cover characters such as: Mr. Negative, Poison Ivy, Daken's Pheromone's, Kenji Uedo, and ETC. Basically it is only covering standard TP/Soul stuff. Anything outside of that will not be covered by Obama Care...I mean the perks.
This time around I am going to be a lot more strict on what's standard gear. If someone challenges you on gear, you must prove it's standard via:(A character using it twice in different story lines, a character stating they always carry it, or it's listed in the character handbook as standard gear).
Bleach Characters will be corporeal, Crush is off.
Common Questions Answered:
The Disease Immunity Perk Will Only Cover Diseases & Poisons. It will cover any organism trying to infect you.
Perks will not work on or for fodder. Fodder is fodder & characters are characters.

Building Things During Prep: You will not have access to any tools that are not part of your standard gear, perks provided, or material on the battlefield.

There will be NO WEAPONS, MAPS, TOOLS OF ANY KIND AVAILABLE TO YOU BEYOND THAT. You're debate point CANNOT BE, OH I RUN TO THE GUN STORE OR INTO THE CITY AND PICK UP SOME EXTRA EQUIPMENT. YOU CANNOT USE ANY MAP WEAPONS, VEHICLES, or TOOLS. Sure some fights we take place in the cities, sure you can use raw materials just laying around, BUT YOU CANNOT USE lets say a car, or an airplane at the city airport, or break into some's building and get some tools.
This is being done in order not to devalue the entire point of having to purchase perks such as the Home Depot prep perk or Batman's utility belt...etc..etc.

I repeat do NOT, DO NOT BUILD anything OP. Let's say you build a TP machine that is more powerful than the most powerful TP users in the tournament. That device is OP. Let's say you build a device that gives you super strength, well if you are stronger than the strongest characters in the tourney, that is OP.
Mind/ Soul Rape = When you are totally been owned on the psychic field or spiritual realm.
Mind/Soul Control = When someone is controlling you & making you do things against your will or things you would not normally do.

Black Panther Standard Gear, Could be either Suit, the Vibranium Armor or his KOTD Suit were he teleports. You cannot make a composite suit though, you have to declare which one you are using.
So since Luffy was re-priced, I guess I'll have to sacrifice all of my perk points for character points in order to get him and Goku. Since I don't have zombies anymore, I'll need to think about re-naming my team. I'll get back to you on that luke.
@lukehero: change his point total than cuz I saw him at 1 point and thought it was a must have. Alter the points on him and Ill tell you wether I want him or not after that
@lukehero: hanks sorry for choosing characters I didn't know much about in the last tournament if I'm ever in another one of your ill do better I know I kinda ruined part if it. Hope you forgive me sometimes I act like an idiot.
@lukehero: Ok then I change it to Aphrodite battle computer(3) for Mimic and Spider sense(2) for Vertigo if Mimic is allowed to take it with his powers.

@lukehero: I have to ask, did you mean to pair up DareDevil and Black WIdow cuz DareDevil and Bullseye would never work together unless we had to purchase the team work perk. It just seems counter productive as a 1 point combo, IMO
@keenko: I'm going to stick with our goal of trying to get more experienced viners involved. If you see me accept someone with a low post count it's only because I know them & have seen them debate. Please take no offense.

Well the perks are for everyone, so no need to worry(More than one person can own the same perk or Fodder). I'm just posting to the list of characters chosen to the team list, along with their perks.
@lukehero: I don't post a lot because I tend to keep to myself, but I've been on the Vine for quite awhile. If you would like some of my debates and other examples of my general experience I'd be happy to provide.
@darkraiden: Just remember with the new rules in place your clones maybe able to copy your immunity & equipment , but they can't copy your super powers from the perk store.
