My top three....

1. SILVER SURFER - Power Cosmic is incredibly versatile. He's strong, fast, top-level energy manipulator, telepath, cosmic awareness, matter manipulator, time manipulation, not to mention the Astral Plane........ etc, etc.
2. THOR - If he's using everything he's shown in comics, he has a huge array of powers. Strength, speed, weather manipulation, earth manipulation, teleportation, energy projection & absorbtion, Anti-Force, dimensional travel, and magic. (Could be argued he has MORE versatility than SS)
3. MARTIAN MANHUNTER - Strength, speed, TP, shapeshifting, intangibility and more. The two above still have more versatility though.

Not really. She's definitely the weakest out of the bunch. They're high tier, but not breaching OP territory. That's characters like SA Superman, SA Doc Strange, Franklin Richards, Spectre. Those kinds of characters. Not omnipotent, but damn close. Unless by "OP" you mean "too many powers." In that case, I'd agree.

Funny, when I think of Thor....I sometimes think of him in the spiritual, god, all knowing sense. Magic, creators of life and such.

I know this isn't the case but if it was, he'd probably have the most versatility out of them.

Everyone needs to remove super strength, super speed, super reactions, flying, super durability, and any form of enhanced basic senses from their lists. All these guys can do that....it'll be a lot easier to manage if we focus on what makes them unique and stop listing stuff twice.

To be quite honest there are still a few powers missing from Fate's list. For example healing- he's brought the dead back to life.

This abilities list is really messed up.

You've listed magic as a power, when all of his powers are because of magic, so maybe SS should have Power Cosmic. Also aren't divine powers and magic the same thing?

Force field and Energy field are the same thing.

Shouldn't wind bursts come under weather control?

Silver Surfer has matter manipulation which you've missed off, that would include sand manipulation and maagnetism that you've put for Fate.

Silver Surfer also has size manipulation and can create life.

There are several other things that I can't be bothered to address.
