Classic versions: I'll say Spectre, but only because it has more feats. However it is possible the Spectre was also caught in the blast Trigon caused that turned the Earth to stone in Terror of Trigon, but it was never shown.
Current Versions (N52?): Well the Spectre has no feats while Trigon (apparently) has destroyed Azerath...so for the moment: Trigon.

No. Spectre has done some amazing feats but nothing Trigon has not done / been capable of doing. Trigon is ridiculous in the comics.
This would be a close fight and I'm honestly 110% too close to call at this point.
The Spectre was never shown to be able to use his FULL power or anything (The Presence has stopped him many times)
The Presence took on nearly (or he did) all of the DC Heros.. Mostly Trigon fought a bunch of kids and lost (I think in the comics he has fought the Adult Justice League..)
Trigon has done many wrongs, killing people, absorbing planets and/or universes.... I'm sure the Spectre would strike him hardcore worst than he has done others, full power of not... If anyone could beat Spectre over and over are:
Beyonder, Lucifer, Michael, Presence, TOAA and The Living Tribunal... The Spectre is the right hand man/ justice of the Presence, he's like a piece of his soul....
The only people as of now that has beaten the Spectre (that I know about) are: Captain Marvel (enourmous boosts including size and was almost beaten by the Spectre... Full powered CM was transformed back to Billy, via Spectre saying Shazam)
And Lucifer Morningstar.
Didn't the Anti-Monitor say there were in the same power tier? I'm not really sure who to consider more powerful. I mean, Trigon with just a fraction of his power is extremely powerful (pretty sure it was stated that even with only a tenth of his power, he'd be able to destroy a universe or something) but Spectre is also pretty powerful. Meh, I'll go either way. It isn't a stomp in either's favor though.
They were both rated by the Monitor in a power tier of their own. However I will give the edge to Trigon since in Day of Judgement arc Spectre was harmed more then a regular, base Raven when they were hit by Zauriel holy sword and Trigon should be above that.
Raven was also refused acces in Heaven and was forced to flee from the gates by the Source or the Presence himself due to reason she is the daughter of Trigon, as Archangel Michael will said to Zauriel after that

Spectre at full power was able to briefly contend with Michael Demiurgos and has killed Darkseid who rivals The Source* (edit: iirc, could be wrong, trying to gain context now). Full Spectre is a transcendent outer dimensional and should easily stomp if neither is holding back. Eating a universe is a 5D feat. Full power Spectre should be beyond all concepts of dimensionality.
DC really needs to clean up its cosmology. The structure is fine, but they do not seem to understand the implications of dimensions all that well. And the top level is a mess that Dream is trying to reason out. Can't seem to figure out if Presence, Michael, Lucifer, and Gabrielle made the creation or if Perpetua is an aethist. All we know is that cats once ruled everything. DC is weird man
