They have no knowledge of each others powers and this is a random encounter.

And guys remember Tskyunomi before you bolster the flash up.

Itachi will end up face down in the grass after flash is done with him, the only way itachi could ever win this if he somehow caught him in his genjutsu which is like slim to none, flash is just too fast

Flash wins by quite a large margin in both rounds. He would knock Itachi unconscious before he knows what happened. And Tsukuyomi is not a factor because genjutsu won't work on someone without chakra. And even if it did, Flash would be moving too fast for Itachi to look in the eye or point at.

I'm assuming this is New 52 Flash, because Wally West would solo the entire Naruto-verse.

New 52 Flash has femtosecond reaction speed. Flash could punch Itachi hundreds of times before any synapses fired in Itachi's brain. Even New 52 Flash can phase through solid matter, which makes Susano'o useless. Itachi is too slow to hit Flash with Amaterasu. And Flash would K.O. Itachi before he even thought about using Tsukuyomi or any other genjutsu.
