I think Sunspot could take 1 out of 10, mainly because he is a much more experienced fighter than Hellion is. He might be able to find a way to take advantage of Hellion's lack of control over his telekinesis. And if his bio is correct, his strength is now up to the 40 ton level, so that should be a big help. As for how he would win that 1 time out of 10, it would probably involve outsmarting and outflying Hellion, punching through a TK barrier or two, and tagging him with some solar blasts.
Hellion wins this, no doubt. Hellion's "lack of control" would not be a problem here, as he has tons of brute force, just no precision when manipulating small objects, such as a paperclip. He could rip Sunspot limb from limb with a single thought.
