They both have knowledge on each other. Although I think Quake is faster on the draw and better trained.
I don't think she's better trained given Manifold was also a Fury-adjacent hire + his background making him extremely competent in h2h. I don't think Quake without her powers could beat up trained military fodder or Galactic Wakandian footsoldiers with relative ease.
If we're being serious about speed, Manifold's portals logically come out faster before she can move her arm up to direct her quake powers; it's his main advantage when it comes to direct encounters.
