Luffy is in a cocky mood and is going to try to beat as many Dragonball characters as he can. How far does he make it? Fight takes place on Kai's planet. Random encounter and morals on.

Round two: Commander Tao

Round three: Tien Shinhan (Dragonball original)

Round four: Demon king Piccolo

Round Five: Raditz

Round Six: Frieza (DBZ)

Round seven: Cell

Round eight: Majin Buu

Round nine: Omega Shenron

Round ten: Beerus

Round eleven: Broly (Dragon ball Super)

Is it Luffy or Naruto? Not that it matters. Raditz slaps both.

The reality is only DBS characters can beat Luffy in h2h, not DBZ. Luffy just has to be able to blitz and one shots. If he allows them to use ki blast then it's another debate. With FS and his Gear 4ths and internal Haki he lolstomps and should be able to blitz and one shot up until Buu.

Stops at 4. DK Piccolo is the type to just blow him up right away. By the end of Wano it's possible he stops at Raditz. The fact that Luffy doesn't use any swords or anything really holds him back.

Super confirms no one in Z is light speed. Even before Super was out it was doubtful Raditz was FTL at all and a majority of fans (myself included) didn't htink people were FTL until at least Freeza fight on Namek.

A guy going "I'm faster than light" multiple times makes it very clear that it is still a high end thing in Super and he blitzed both Freeza and Gohan who are many more times powerful than anyone was in Z. Could stop at 4, King piccolo has calcs that put him at Mountain level with low ball. Definitely stops at 5, Raditz would one shot his verse, he’s FTL and a casual Moon buster to Small planet level
