lowballed characters vs lowballed characters

So I figure I'd try this idea out again and see if I get hits. I want to pit Lowballed characters that are hampered by WIS, CIS, or low balled by the CV community. Ex. Green lantern is super powerful, but nerfed and kinda sorta jobs when paired with the JL.
That being said all Teams are to a degree not in Character, meaning they will use some logical powers that writers don't let them use, but nothing too obscure ( ex. Kyle Rayner containing an exploding universe)

Morals: On
BFR is not allowed, except in the case of if the fight would logically move off-planet or into space due to the combatants.
Location: On the Beaches of Hawaii. (So Aquaman can be of use)
All DC characters can have composite New 52/ Pre 52 feats.

Team 1:
Captain Atom
Green Lantern Kyle Rayner
Aquaman w/water hand
Martian Manhunter
Ulysses.

Team 2:
Silver Surfer
Blue Marvel
BlackBolt
Professor Xavier ( has his legs)
Magneto ( not sick)
Wraith

Discuss and give reasons why

Martian Manhunter drops nearly all of team 2 with TP.

Captain Atom, Kyle, and rest clean it up from there.

Team 2 only really has Surfer going for him. Martian Manhunter could solo. But Martian Manhunter teamed with Aquaman is an extreme wreckage.

Never seen any of these guys lowballed...

Bruh just sayin Blue Marvel is A tier below Supes, and Blackbolt, well he has AOE that is going to be a problem.
