An interesting point could be that Mxy`s magical dust allowed him to perform such a feat rather than regular dust. And the OP stated that its the beginning of GA, there are varying power levels for these Superman versions.

It was SA. From about 1945 to 1955 the GA Superman had power levels very comparible to Silver age Superman.

From 1939 to feb/march 1940 he was more like Luke Cage only a bit stronger and a lot faster and slightly more durable ( in so far as his internals were as durable as his skin)

From April 1940 to 45 ( pretty much to combat the more powerful and much higher selling Whiz comics Captain Marvel) he was more like just below pre New 52 modern Superman. this is about when he learned to fly.

I'll side with Superman, even though The Golden Age was one of his weakest forms, since Clark couldn't even fly. Still, his strength, durability and speed should be quite enough to take on Naruto.

Golden Age Superman couldn't take an M1A1 Abrams.

Depends on which Golden Age Superman. Within a decade he was well on his way to being Silver Age levels.

If it's the Superman from the start of the Golden Age he gets completely murdered, if it's from the end of the Golden Age, he stomps.

GA Superman was really unpredictable, normally. Naruto I think, but who knows?

Even early GA Superman is too fast to get targeted and strong enough to rip it apart or flip it.
