I doubt Firestorm can overcome the sheer stats advantage here. Orion will ground and pound and he might be able to delay that a bit with his transmutation powers, but he isn't winning.
Actually Firestorm has beaten Orion by dumping a few tons of metal on Orion which had Orion straining to break through but it makes no sense for Orion to struggle with a few tons of metal...Probably WIS
I don't see how Radion could make a difference here. Even assuming that Firestorm knows about it and can replicate it (extremely doubtful since Radion comes from a different plane of existence entirely), there's nothing making Orion just stand there and take Radion blasts or whatever.
Radion isn't Kryptonite, it doesn't hurt New Gods just by existing, it needs to be fashioned into weapons.
And I don't know what's Firestorm's track record generating other DC materials like Nth Metal or Inertron but any standard material will be fodder for the Astro-Force and even trapping Orion in the strongest materials is useless since he can Boom Tube out.
Firestorm would need to outmuscle/overpower Orion, and they are on different power tiers.
