Im pretty sure Doom would what to do when Sinestro is in action within 5 seconds. Doom has overcome obstacles on the whim before.

With prep Doom and even without it Doom still has magic and his armor to fight with. Doom isn't afraid of this purple man. So in a random encounter I'd say it's very close between the two. No idea how to call it.

Doom's armor alone can withstand a myriad of assaults. Add in his sorcery, time manipulation, dimensional distortion, even reality altering abilities... and possibly the most ingenious character in either universe. 
 
 
Now take Sinestro. Every single thing he does, literal creation from cerebral thought, is based around a 6 oz ring he wields. Best point yet, he often points it in the direction of his achievement, probably an unnecessary action.

Now if Doom were a complete idiot, this would be fair... Sinestro has no idea what he's going up against. In 1-2 moves Doom as pretty much figured out exactly what is required. Doesn't the ring react to fear and is weak against courage? In some circles (ie Superman) courage is usually elevated by a massive ego.
