@106me: Eh titles kind of misleading if Goku has yet to win the second round, I remember reading this and people complaining of the vote count and it being rigged or something like that.

The vote count has reached its limit ( the original vote count was 10) but the secondary vote mechanic has not which means users can still voice their opinion on the overall debate and cast a vote :)
