Drakon seemed to do way better against the Green Arrows in comparison to Cass. He seemed a bit better then Cass. But we all know A,B,C, logic does not always work. But that might make me give him the edge over Cass.

Agreed but if you don't have anything else to go 'by' it can be used help determine some "what" but knowing it isn't 100 percent accurate for sure. Since these two Cass/Drakon have never fought to my knowledge. He probably is slightly faster then Cass with Cass being slightly more skilled IMO though. Not much to go by to determine a accurate winner IMO. But I side with Drakon for now.

All though this is true we don't have much else to base Drakons abilities on. Comparing shiva and Connor vs Drakon and Connor Drakon did a lot better. Connor was basically blitzed by Drakon where as against shiva he at least was capable of breaking her ribs and gave a very solid fight. Than we also have a direct comparison. Cassie has fought Connor before (granted Connor was trying to tell her he wasn't a mercenary so he was only blocking attacks in that fight), but Connor was at least capable of defending from Cassie (she did land some strikes but he did block a couple of hits at least). Where as Against Drakon he could barely touch him when Drakon wasn't trying.
There are also the arrow catching feats Drakon has and cutting Roy so fast he didn't even realize he was cut.
Drakon has a handful of feats really, and Cass has a load of feats that make her super human with near perfect move reading. As well the gear all bat characters have. She should win from what I know of both.

All though Drakon may not have a lot of feats the few feats he does have, do surpass Cassie's in overall quality. She's never been able to blitz someone like Connor Hawke before and even when they had their "fight" she never did blitz him. Her body reading will help her counter him and do well however we've never seen Drakon serious either. So I think the fact that Drakon has proven to be faster than Cassie when not serious tells me that his speed will give him an edge when he is going full out and will be enough to overwhelm Cassie despite her body reading.
