Not exactly. He still has his genius intellect and nanosecond reaction time. Captain America would win but not as easily as you think.

He actually had it a long time ago as one of his powers. (the writers just keep forgetting it and think Supes is a dumb powerhouse guy)

Superman in Krypton would just be...Man, a smart man, but just Man, with no handy dandy reaction time nor anything like that; while Steve has his awesome-possum peak human level things. Superman from new 52 lacks the combat experience and training that his previous incarnation had.

then again....Can humans breathe in Krypton? If they can, then Captain America WRECKS Superman quite easily.

@stonerthps: actually, Captain America isn't the founding member. Iron Man is.

and i think that Cap will be able to defeat Superman but it won't be easy at all. he will go out injured at least cuz even when Superman loses his powers, he still has the martial arts training from Batman, one of the best fighters in DC, maybe the second after Wonder Woman.

If Superman is depowered under the influence of a red sun, then this battle is spite. But not in the fashion I thought it was whence reading the title to this thread!

Lol.

Without his powers, Superman loses badly. However, if he retains even a small percentage of his power, this could be a bad day for Steve.

@funckygarcon: Actually Captain America was given founding member status in place of the Hulk. Only reason I said that in the OP. I've read all of the Avengers comics. Don't worry I know what I'm saying.

@stonerthps: He has enhanced level stats across the board and is miles above Kal when it comes to skill.  Not seeing how home field advantage matters unless you're letting him use weaponry/vehicles/prep time or more from his planet.  Superman vs Captain America just isn't a fair fight.  Don't restrict either and Superman stomps.  De-power Superman and Captain America stomps.

@k4tzm4n: I didn't exactly restrict him. I just set the fight location in his home town. The writers restricted him when they gave him that vulnerability.

@stonerthps: Putting him on his home planet takes away his powers.  You chose to put him there for this battle, therefore he's de-powered.  And if your intention is to have Superman still with his powers, then it's still not fair because Superman is far too powerful for Rogers.   
 
It's simply a mismatch.
