Hey wait. lol I'm sorry, I just figured out that this isn't an actual character, I'm slow. I just realized that image is a PhotoShopped Punisher.

In that case, I guess it would depend on the level of technology that gave Captain Iraq his abilities, and the level of experience and training he's been through in the origin you've created for him.

It's very reasonable to assume he fought in the 10 year Iran/Iraq war, Desert Storm, and Operation: Iraqi Freedom and survived and escaped the last two.

I don't know...still seems like Captain America would probably have more experience and training than Captain Iraq. Since you've said their physical abilities are pretty much equal, I'm going to have to go with Captain America here unless there's something about Captain Iraq I've missed.

I can see one scenario where CI MIGHT win, but it would depend a lot on location.
