You're right, he wouldn't, but he could telepathically command everyone to one area (or telekinetically grab them), remove that chunk of the city and destroy the rest. Or, to save time, he could rip all the buildings out, or even split the city into hundreds of separate sections and move them. I don't know exactly what that would do to Jack, but I don't think it would be good. Jack's best bet would be to make the whole city into a mech again, that way Cable wouldn't attack him since he'd be filled with innocent people. However, Cable could still probably attack him telepathically. I say "probably" because I'm not sure (Would Jack have his own mind or would his be merged with everyone else's and the city's? Could Cable find it if it is merged? Would the city's mind be something Cable couldn't attack? Would attacking Jack hurt all the innocents he's in there with? etc, etc) but I figure in this case, with full potential Cable, I'll give the attacker the benefit of the doubt.
