I'd say Elaine (assuming this isn't her just after becoming God), because Bruce was at base still thinking of the power as a human. So if a fight broke out, he'd make himself a mini-gun or something and have a go at it. Elaine went through a heck of a lot of rubbish before she assumed the mantle, so she should have a better understanding of how to use it against an opponent as powerful as Bruce. Unfortunately she cant call up Lucifer on speed dial for tips :)
bruce might be nherently more powerful getting his power directly from God ( assuming the Gods of both universes are at the same power levels) but he wont know what to do with his power...

Bruce Almighty uses his power as a trickster and I'm pretty sure that he hasn't done anything that would require his full power. He has pulled the moon though and it was done pretty casually.
does bruce have all of morgans powers? if not, then Elaine would win. she was omnipotent, and on her way to become omnipresent and omniscient at the end of the series. she was able to create beings as powerful as her dad by the end, as lucifer said 'you can use servants, demiurges, like my father did' when she was trying to think of designs for a bunch of realms.
Elaine Belloc oneshot Bruce Almighty, Bruce isn't even omnipotent he had restrictions and only pulled a moon which is pathetic compared to what Elaine Belloc did, i don't care if Morgan Freeman is a god being a god doesn't mean you're omnipotent otherwise Kratos is omnipotent because he's a god and he killed multiple gods that means he is above omnipotent.
Bruce no diff destroy the entire DC multiverse he's multiversal and is omnipotent and has feats to back it up only Klaus can kill Bruce and Elaine because only white oak can kill Klaus.
Pretty sure Morgan Freeman is an illogical omnipotent, since free will exist in the movie, which is a completely illogical concept. So Bruce should lose by default via principle of explosion.
