With no prep at all, Bobby Stomps Batman's standard rogue gallery.

I mean, guys like Ras Al Ghul, and maybe Deathstroke and the like could do something with time, but in a Random encounter, no way.

@greatcaesarsghost: Not sure if they can do anything even with prep. They could melt but he can easily put himself back together. Even if he was overwhelmed because of numbers he can always just make ice clones of himself to even the playing field

Oh, I agree. But Ras and Slade have a lot of PIS powers, so I won't say it's impossible for them to win, just extremely unlikely.

A CIS-Less Lady Clay could possibly solo as well, her abilities aren't well defined.

If Bat-Mite counts as a Batvillain he solos. Actually Bat-Mite would make this a spite thread against Ice-man.
