    Uncle Phil was the derby-wearing, cigar-smoking, blarney spouting Uncle of nice guy policeman Mickey Finn.

    A blowhard, braggart and know-it-all who really knew next to nothing from the Old Sod Phil still seemed to end up the butt of every con and practical joke that found its way into the neighborhood.

    Never able to hold down a job for more than a few weeks he found his place during World War II when he got a job as a sheriff due to so many other able bodied men being taking away by the war effort.

    To everyone's surprise he proved highly effective at the job, mainly by continuing to stumble into the solutions to the crimes he was investigating.

    Starting as a minor character in the newspaper strip Mickey Finn he soon became a break-out that ended up taking over the strip from the nicer and far more dull Mickey Finn.
