In the fictional African state of Zirma, Steven Birko, a leading local politician, is assassinated by the militia under the astonished eyes of two reporters, but the two are able to document the brutal assault with a camera . So a manhunt begins, to prevent the spread of the photos and the inevitable ensuing scandal that could jeopardize the delicate political balance of the country and undermine the government of President Burbank, puppet of the multinationals that exploit the resources, especially water, of the Zirma. Branko and Nathan are sent in place by the Security Council as observers to ratify that investigations are carried out properly.
