When Bor Died, Why didnt his powers get passed down like the Odin-force did? 

thats a good question

Why would it? One god's power passing on to another is in part a willful act. Odin was dead and Bor did not know of any grandchildren. Bor would rather let his power die with him then let it fall into the hands of an enemy.

I'm guessing because Bor never actually made his powers into a force he only wield them if he made them into a force that his descendents could wield then yes it would be pass down

Maybe because the first time he wasn't actually "dead" and maybe because the second time he didn't know that Thor was alive and with Odin being dead his powers had nowhere to go?
