Action Comics #2
I should start this review by stating that I don't have copies of any of the non-Superman stories, nor would I want to read them as I doubt they are worth reading.
Nevertheless, this Superman comic is also terrible, with a plot even more preposterous than the first from Action Comics #1. The villain, an arms magnate, attempts to escape Superman by enlisting in the army (huh?), but Clark Kent enlists in the army with him, follows him to a foreign country and saves him from the horrors of war while convincing him to no longer manufacture arms. Superman then gets the two warring generals together (it's never explained what this war is about, only that it takes place in Central America) and forces them to agree to peace, which they are inclined to do as neither can remember why they started warring in the first place. Utter silliness.
It's interesting, though, as a strong anti-war message to children considering Japan had just invaded China in 1937 and Germany would invade Poland in 1939, starting the Second World War. That Superman was convinced that it was the arms manufacturers that were responsible for the war in Central America seems like a Marxist critique of wartime profiteering. Perhaps the "S" on Superman's chest doesn't stand for 'super' after all.
