Fury finds that Kathy and Jon Mora, Ted Munn, and Peter Boyer have been transformed into superhumans...and they're not the only ones.
Whatever caused the change in Icarus One crew has been granting strange abilities to seemingly random individuals. Burbank sees an opportunity, and Fury quickly finds himself in a superhuman arms race against his former ally. While the now-masked Burbank pursues the dangerously powerful Wolf and Mangog - getting his hands on the latter - Fury recruits millionaire tucker Ford, the armored Biogeneral; Old Soldier, the embodiment of dead American soldiers from every war; and Nell Ruggles, a teen-aged misfit with spider-like powers.
Fury consolidates his power, deputizing the Icarus One crew as members of his old spy organization, S.H.I.E.L.D.
